Is there a way to tell windows what size to open up as?

Hi is there a way to tell the windows that you open what size to open as?
For example if I had a 1920x1080 resolution on a 32" screen.
Could I have a full view instance of IE on the desktop, but not have it obscure the desktop.
For example IE set to open full view as 1024x768.
Is is possible?

Windows will 'remember' the last location and size you set.
Open the window you want, move and size it to fit your needs and then use the File menu to Exit the program.
