ESD Building a new pc

Hi, i'll build a new pc, and i'm worried about ESD, I live in an apartment and the building doesn't have ground connection in the outlets, I've never worried about this in my old pcs but i've read about components failing from this. Is recomended being barefoot and touch the case when working? is better leave the pc plugged or unplugged? Also I don't have an ESD strap.

hope you don't mind the wait too much..

The chance of an ESD occurring is very low if you make sure you're grounded now and then. Touching the metal on another pc that's plugged in (I think) discharges the charge. Even if you do ESD, the chances of it actually damaging or destroying a component are not 100%.
