Flickering black bars on monitor

I have been having trouble with my 2nd monitor flickering horizontal black bars. It seems to do it when a have a program running on that screen, other times it just does it randomly on the desktop. When it starts flickering the lines seem to be in between normal lines of pixels. The screen stretches downwards to were you can't see the lower part of the desktop of whatever app is running. To fix the problem I tap the top of the monitor and it will stop only to return the next second or sometimes it will hold off for a day. Also if I leave the screen flickering it will burn the image into the screen for a few minutes. I can't tell if it is a problem with the monitor itself or software problems.

To better explain the problem, the screen is like this:
Normally:

Flickering:

Specs:
Monitor with problem: Gateway FPD1810 from 2002
Graphics: 2 HD 4870 1gb's in crossfire
