What type of build to use for HD video editing

I've been trying to find a good system to use for editing my HD video using sony vegas. The techs tell me that my cheapo model from futershop is maxed out at only 2GB of ram. I thought I could take out the two 1GBs and replace with a couple 2GBs but I was told that the system doesn't have enough power and that installing a better processor and graphics card would be a waste of time due to all th limitations on this machine. Any ideas on what I can build or pick up that wont break the bank. I don't need fancy, ie little blue lights glowing in the background, I just need it to play and edit HD video smoothly and efficiently. Thanks for any help you can offer.

If not breaking the bank i would say (range as per budget)

AthlonII X4 630 - PhenomII 955BE
785G - 880G mobo
4-8 GB DDR3 1333
Samsung F3 500 - 1TB
am assuming u have a half decent PSU/case there hehe
