Hi all, I recently bought a MSI G31TM-P31 board & It says it support quad core processors. But the service provider says it designed for dual cor cpus & It wont give good performance with quad core cpus.. Is that true? Should i have to change my Motherboard if i bought a quad core?

Maybe he's just trying to sell you a new board. A chipset performs the same with dual or quad core cpus. It either works or doesn't. If the quad is listed on the "cpu support" list, then it will work fine. Some chipsets are slightly faster than others, but not worth changing unless you want to overclock. Most g31 boards like the msi will overclock modestly, about 20% stable.
