Hello and welcome to Tom's Hardware Forums.

You can't create C:\ because the system already created that when it was first installed. Chances are, D:\ and possibly E:\ may already be in use as optical drives - CD ROM and DVD RW, perhaps. Are you asking how to partition a large drive in to smaller pieces?
