I was advised to ask this question here.

Is there any way to globally redefine the keyboard shortcuts on Windows XP?
I am thinking about switching to a Dvorak keyboard layout but I find common
shortcuts as CTRL+C, CTRL+V, CTRL+S,... hard to use as they are splattered
over the keyboard. So basically I want tho change them globally to
something other - so every program that uses CTRL+C as copy would use other
key combination. I know of third party software but I'm wondering if it can
be done with only Windows XP (Professional).
