HD 5770 400mhz/900mhz

My CPU-Z shows that my 5770 is at 400/900. I just installed it into my new build so shouldn't it be set at 850/1200 (as MSI afterburner says) but MSI's max clock speed also shows 400. How can I change the speeds back to factory?

Pretty sure they downclock to save power when your at desktop/web browsing, run a game and see if it changes.

It is still staying@ 400/900 after opening a 3d game.
