3.5mm Mic + New Sound Card

So I made the mistake of buying a cheap 3.5mm microphone instead of a usb mic that cost 10 dollars more, im wondering if getting an external sound card like the turtle beach amigo II will help. (I also need a new sound card since my laptop audio is crap majority of the time...) Basically the main problem im having with the microphone is that the mic produces a fuzz static noise that is very irritating. Thanks in advance for advise.

It's one of those black logitech ones. around 9-10 dollars at walmart, but thanks for responding.
