I see only gneen light on motherboard cpu off computer not turning on

when i am pushing power button on at the back of comuter(desktop), i see quck 3 led lights on keyboard and gneen led light on motherboard, green led light in a front of power switch constantly on,but switch button doesnt work, and reset doesnt work, funs off, cpu off (but little bit zzzzzzz).I was guilty i didnt proper switch off comp., i off it at the back of comp! I thing it can be CPU: time reset of cpu, or power management(power off), or hibernate mode or ...help people

First step reset BIOS (pull the mobo battery for a few seconds).
