Here is the board: http://www.newegg.com/Product/Product.aspx?Item=N82E168...
Here in the power supply: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

After I dusted out my case a while back the computer would not start up, so I looked around, and the motherboard was not receiving power, no lights at all. I did a paperclip test on the main 24-pin ATX connector, one end in the green wire socket and one in a black, and the fans spun up. I then used a power supply tester with the 24-pin connector and all the lights except the -5v lit up. So now I am wondering, do these results indicate a bad motherboard?

I would suspect the motherboard but to make sure can you test your PSU in a different system? I have had a PSU not power a system all though it passed paperclip testing.

I don't have another system to test it in, but like I said, I did use a PSU tester. The fans spun and all the lights except the -5v lit up. I don't know whether the -5v is actually important, though.
