Might be Power-Supply problem?

I just completed a new build. The problem is that when i turn on my computer, i see that the fans spin for half a second(power supply fan and the back fan). No display or beeps, then powers off. Could this be a faulty power supply or what? By the way the is from Cooler Master.

Take out a case fan and your PSU and test it as shown in that video, its by corsair but the trick works with any PSU.

Its not at all risky, that is exactly what happens when you push the power switch on your motherboard, so there is no risk of damaging the power supply, and you are dealing with very low power available on the green wire.
