HD encoding build

I currently have a Pentium 4 3.2 g single core with a AGP video which I build 4 to 5 years ago. I have tried doing some encoding with it but it would take a couple of days to complete.

I am looking to build an i7 system. I am planning on using it mainly to converting my bluray collection to mkv and editing AVCHD home movies and occasional gaming. I am also wondering on what kind of encodes times I could expect from such a build. Budget 1000 to 1500 dollars. I have read some of the other threads and have gotten a little confussed.

If Video Transcoding is of prime importance u may want to research the WinFast PxVC1100 Video Transcoding Card as reviewed by our very own forums ^^
