Hello Folks, I have $400.00 to spend on this build, it is for internet browsing, very light gaming, document writing. I would like at least the following: AMD dual-core CPU, ATI 4670 or higher GPU, 2GB RAM, 250 GB HDD

A +1 to the general components selected.. except the cpu and graphics..
I'd go for batuchka's path on the cpu

250 is more powerful, but 5670 is more futureproof with dx11 etc

seagate 7200.12 and samsung f3 are both great hd's, f3 is marginally better.
not too sure about the case choice in batuchka's build

Well with DX11 the HD 5670 comes to a crawl and that HEC Blitz is a slightly cut down version of Rosewill Destroyer but still has great cooling options for the $$ especially since price cuts hehe
