Short answer: no.

Longer discussion is in order.

There is really no such thing as a bottleneck.
The faster the cpu, the better your performance.
The better your graphics cards, the better your performance.
The more ram you have, the better your performance.

The problem is, that as the power of each component increases, the additional increment of performance gets smaller and smaller to the point where it is better to improve the weakest component.

In general, a duo cpu @3.0 or better is capable of driving the strongest graphics card out there to give good performance in most games.

True enough, but few games are both cpu bound and optimized for more than two cores. FSX is one that I know of.
