Thoughts on this case fan?

I have a $15 Newegg promotional gift card and I plan to get 2 of these fans:

I plan to put them on the side panel of my CM Storm Scout so that they blow directly onto my GTX 470.

When installing them, do I use those washer shaped sticker pads that came with my case?

For the cable, do I just plug the pins into my mobo's case fan connectors and they're good to go?

If anyone has any experience with them, how is the noise level? I'm seeing a lot of conflicting answers in 30+ reviews I've read. Some say noise level is low, some say it's loud.

PS: I don't really care about the amount of air it pushes because I already know they're not the best fans for the price. I just want them because I think they'll good nicely with my case and I have a $15 gift card which I don't intend to use on anything else.

sounds like they're either pushing only a little air at low noise, or you ramp them up and they push more air with a lot more noise, but never had personal experience with these particular fans. I do have a Cooler Master fan in my case though and it does actually sound a bit like one of the guys on Newegg said: a microwave. It's still well within an acceptable noise limit though (not as loud as a microwave, just sounds similar) and pushes a decent amount of air.

I bought several "F's". I figure that that was a good compromise between airflow and noise for my systems. Very happy with them.
