I am trying to shrink my hard drive which is fats32, i want to create a split partition but I cant. Do they not split when they are fats 32 on NTFS maybe?

It can but you need the space and partitioning tools to do it or start with a fresh build on a multi-part. You can't do it with the native OS.

Download GParted http://gparted.sourceforge.net/ and burn the .ISO to a CD and boot your PC from it.
It gives you lots of options and Filesystem types to choose from, including splitting.

Just get a second drive, unless you have some reason to need a second partition on the main drive.
