Converting PCIe X1 to PCIe X16

I want to add a USB 3.0 card to my Dell Inspiron. From what I've read the cards have to installed in a PICe X16 slot. I have an empty PCIe X1 slot, but I've only seen only cards that will convert the slot to PCI not PCIe. Are there any cards I'm not aware of that that will convert PCIe X1 to PCIe?

AFAIK, most USB 3 cards are PCIe 1x cards...
