Does over clocking save on the chip or the mobo?

I was wondering, if i overclock a cpu fro 2.4ghz to 3.0ghz then take the chip out of the motherboard and put it in another motherboard, would the chip be at 3.0 ghz still?

no, the overclock is in the motherboards BIOS chip.

Correct^
Overclock is done in the BIOS,therefore if you put the CPU in another motherboard, it will operate at its stock speeds
