Desktop has a blank HTML document covering the wallpaper

Archived from groups: microsoft.public.windowsxp.configuration_manage (More info?)

This occurs after startup and is an automatically generated file. Windows XP
is looking for an HTML editor program file that no longer exists because it
was deleted. I've tried modifying the wallpaper keys in the Windows registry
with no success. How can I get Windows to stop generating this blank html
document?

Display Properties> Desktop> Customize Desktop> Web: uncheck the box for
the html file.
