I was looking for an HTPC and was going to add a low end videocard say an ati 5450

Are emachines any good?

Meh.

If eMachines weren't half decent, they wouldn't be such a well known brand name (didn't they used to be Gateway?). Adding an ATI HD5450 shouldn't present too much of a problem; assuming your prebuilt actually has an available PCI-Ex16 slot.

As for one of the reasons for going prebuilt, you know you can get an OS from Newegg.ca for $100, right? True, it's still probably cheaper to go with the prebuilt, but I'm just saying...
