Weird problem with PSU (I assume)

So I got all the parts today, put them together, and it didn't post. Okay, back to square one. I removed everything and was about to pull the mobo out of the case when I realized I haven't plugged the CPU power cable :ange: Riiight. Since I ripped everything out I decided to go slow and check everything just in case. I've plugged the CPU power cord in, powered up and... okay, the CPU fan goes sloooow and I'm getting a C1 POST error, no beep. Bad. I've put in a single mem stick in and the machine actually turned off on it's own after hitting C1 again for a second. Worse.

So, am I correct in blaming the PSU, or could it be something else?

Well, I breadborded the mobo and went though the motions twice. I'm at a point where memsticks or the gpu are non issues because I'm not getting any response from the system with just the cpu plugged in.
