5400rpm HDD going 1.5MB/second

Hi guys,

Not sure where else to put this, but I bought a new Windows 7 laptop recently, and I have been doing this for a while now. When transferring, I average about 10MB/second, but sometimes go up to 15, which is a nice speed I am happy with. However, when transferring my Steam games over, the speed dropped to 1.5MB/second and it is stuck that slow.
Any tips/solutions?

My HDD is the Toshiba MK7575GSX

This transfer rate is a function of your connect speed and or the connection Steam is providing. Not to mention a few other factors.
