Q9300 Voltage issue

So tinkering with my new processor and trying to get it cooler and i suddenly notice in CPUZ that it stays my core CPU voltage is 1.696v which seems nuts 0.8500V-1.3625V is what i see on Intels sight for this CPU.My MOB is a OEM from HP. Could this number be right? and if i keep the temperature down with the voltage still damage the CPU?

just for more info whats confusing me is my system came with a E5200 and that has near the same voltage i dont under stand why HP would set my voltage to a dangerous level.

It seems PC wizard shows a much more reasonable 1.150 v so im guessing this is some strange CPUZ error or I'm not reading it right.

i wouldnt trust CPUZ, as it sais that my CPU temp is -128 c!
Check in BIOS...
