Usb android to phone im a dumbass

I tried to hook my android phone to my hp pavilion laptop I came across even a more troublesome problem. thie pavilion starts I hear wheezing noise from the hard drive but nothing happens.

safe mode, last good configuration, nothing seems to work all I get is a cryptic message about windows system 32 inch tv lols kernel usb
