Motherboard or CPU?

Hello people!

This is my first time asking a question on this forum. I hope you good people can give me a solution, as you did with many other people in need of help.

I have an albatron px865pec pro motherboard with an intel celeron 2.4GHz processor - the other components on my system where I tested it all work (PSU, HDD, CD-ROMs, RAM) with another motherboard, so they're not an issue.

When I use this albatron mobo and let power flow through the system and push the power button, the LED next to the button lights on, but no fans or anything else start running. So should I get myself a new motherboard and forget about the albatron, or does the fact that the processor cooling unit was plucked out and there is no thermal paste on say something to you?

Please help me. I'm stuck with Duron 800. :(

Well, where I come from, it does make a difference. Thank you anyway, I hope the CPU's good...
