Bulk Flash Drives

Does anyone know where to get bulk amounts of 1GB to 2GB flash drives cheap? I know someone starting a graphics business, and instead of burning CD's and DVD's to hand to the customer, they would prefer giving them a flash drive. I already tried searching myself, but most places I've found want $4 a piece for 1GB or smaller, and I can easily pick up a 4GB for the same price. They are hoping to find them as little as $1 no more than $2 a piece if bought in bulk.
