No screen

Hello,
My computer is not booting up, and if I keep it off for 12hours, it will come up, but if I restart it, I have no screen again, and when It is on blank screen the fan on graphic card is sounding fast, unusual.
The graphic card is : Zotac GTS 250
Mainboard: Giga x58 chipset mainboard
CPU: Intel core i7 975 3.33GHz

Disable all the "save power" features in the power options of the OS, specially those that are with the HD and try again.
