Yes, the binary range of a class "A" address is 00000000=0 decimal - 01111111= 127 decimal which eaquals class "A" range from 1-126.
i.e. 0= 0.0.0.0 RESERVE for broadcast & 127.0.0.1= Loopback address, which leaves a range from 1-126 of network address for class "A"
