Asus p8p67 pro overclocking?

i have recently bought this mobo and built my computer but am having a hard time getting to grips with the bios
as i only wanted a mild (ish) overclock 4ghz i thought turning on the tpu switch should do it but after turning it on it only showed 3.4.. in bios but does go from 1.6 to 4.3 in operating system which i assume is the turbo boost .
Is this overclocked or am i doing somthing wrong? i dont get the bios and have nver built with intel or asus before (kind of wish i had brought the gigabyte ud4)

Raise the multiplier for the CPU!
