D600 LATITUDE IS NOT COMING ON, HELLP

Hello , my d600 dell latitude is not coming on, what do i do.

Q: Does it not make it into Windows but boots up?

Q: Does it not even turn on?

Q: Have you tried checked the battery or have it plugged into the power outlet?
