Core Speed and Multiplier keeps changing

Hello People, i have a C2D E7500 thats supposed to be clocked at 2.93 at 11x multiplier but the program CPUID-Z is reading my core speeds at 1620 mhz and the multiplier is at 6. I went into the bios to change it to 11 and it says 11 in but like i said cpuid-z isnt reflecting this. Any/All suggestions are welcome thanks in advance people xD
