Is my CPU dead?

I am not really sure where to put this, but I just built my first computer (see this thread) and plugged it all in. When I turn it on, all the lights go on and stay on, fans go on, all the usb devices turn on, but the monitor does not turn on. Here are the debugging steps I went through.

Check if monitor has power, yes it is in standby mode.
Check if monitor is plugged in both sides, yes it is.
Move monitor to other port on graphics card, no luck
Remove graphics card, and plug it into the other graphics card slot, still not working.
Move monitor to other port on graphics card, still not working.
Remove Graphics Card, replace with old graphics card I had lying around. Still not working.
Remove all Memory, now I get 3 beeping sounds, but it still doesnt work.
Put memory back in.
Disconnect hard drives, not working.
Disconnect Disk Drives, not working.
Remove CPU (this was difficult because the thermal paste hardened) and reinstall, checking everything to instructions. not working.


So now I don't know what to do. Is my CPU or motherboard dead? Could it be my power supply? How can I find out?

Run through the THG "System won't boot" checklist and see if anything there will help you out.
