i get this message when i install a new hub the device perform faster but only after i hook up my exteral hd my computer a dell e1505

Can you clarify your question, so we might be able to better help? I'm unable to pick out what you are asking. It might just be me though

If you are talking about USB HDD it is just telling you that it is hooked up to USB1.1 port and would run faster if it was plugged into USB 2.0 port that you should have. http://support.dell.com/support/edocs/systems/ins6400/en/om/specs.htm
Check your BIOS (setup) settings.
