how can i use the SYSTEM32 folder to prevent access on a specific site?

The System32 folder will not help you block access to any specific websites.

Have you looked at parental control software? Those packages can limit or block access to websites.

You can create a loop back address in your host file.
Go to System32/drivers/ect then open host in notepad.
Take what ever site you want and put 127.0.0.1 then the address
EX:

127.0.0.1 localhost
127.0.0.1 www.google.com
