What do i do when my desktop has no dvi signal and says vga active

Hello,
i am having trouble with my desktop. i am not sure if it is the monitor or the keyboard,,because when booting up it asks what command to select..only by using the arrows on the keyboard,,but the number lock and scroll lock keys are lit up and the keyboard wont let me select anything including esc, F10, control ,alt ,del. ect....
what is the problem??? HELP MEE
