My Monitor Display max's out at 1280 x 1024, a 19" Can this cause a bottleneck with my ati 5830 gpu while playing games

yes, your 5830 will not need to use all its graphic "muscle" power but you will have great FPS and if you are enjoying gaming then who cares.

plus you can upgrade to a larger monitor later on and not need to worry about having a video card to run with it

FYI, CPU, RAM, HDD, etc., can also cause bottlenecks. Just about everyone who upgrades will have a bottle neck in their PC.
