Wont post, mobo display error 2E?

Good afternoon

I recently built a new rig (my 3rd build) and after some tweaking I can't get it to post. My specs are as follows:

Cooler Master HAF 932 tower (9 total fans installed)
MSI 790FX-GD70 Motherboard Bios V1.2 (out of date, had some problems trying to flash the newest)
AMD 965 BE OC'd to 3.8 (ran prime for 12 hours w/ no issues; 38*C idle 56*C max during prime)
OCZ Fatal1ty 1333 DDR3 ram 4GB (mobo changed it to 1066 and it is still 1066, I haven't changed)
Seagate 1.5TB 7200 RPM HDD
HIS HD5770 1GB DDR5 128bit
Ultra Xfinity 500 Watt PSU
Windows 7 Ultimate 64bit

I ran the machine @ 3.8 for about 3 weeks with no issues. The first week I had a XFX 9500GT card installed and the last 2 weeks I had the new 5770 installed. Last night I installd MSI Afterburner and bumped the clock speeds and fan speeds of the 5770 up. Stock speeds are 850 and 1250, and I adjusted each speed by 10, totaling 860 and 1260. I also adjusted the fan speed to 100% while running MSI's gpu benchmark included with Afterburner. After about 15 minutes, I could smell that good ole' "electronics cooking" smell so I powered down and reverted back to stock settings and went to bed. This morning I powered the machine back up and after about 10 minutes of use (paying some bills and checking email only) I could smell it again. I took out the 5770 and reinstalled the 9500gt and now I get a bug error of 2E. I removed the power supply, which I always thought was a 650 and after running the model number I learned that its actually a 500. The PS has the same smell as the 5770. I bought the ps about 4 years ago and I know I paid for a 650, but apparently they sent the wrong one and I was to naive to realise I had been dupped lol. I spoke to the CS where I purchased the 5770 and they will give me a refund (of course I didn't mention the small OC and reverted it back to stock) and I will be saving a little bit of money to purchase a 5830 or better card so I can get the performance I am after without tweaking the GPU. Any ideas how to get it up and running? Thanks in advance!
