Hello,
I ran my DX diag and was wondering if the (2 CPUs) at the end of my processor tag meant that only 2 were running? is this something that could be slowing down my pc or is this normal?

It's normal. The P4 has hyper-threading (HT), which looks like 2 CPUs in DXdiag.
