Hello, I've heard the best way to do it is to have your OS (Windows in this case) installed on the SSD and set it to write files and programs onto the HHD, so you get the speed of the SSD browsing through windows but the storage capacity of the HDD. Is that correct? If so how do I do so?

Yes, you can. And that is easy for desktop computer. For fresh install, you could first partition the SSD and then you could install OS on it-->connect the SSD and HDD to the motherboard --> install your OS on SSD. You'd better connect the SSD to SATA III port, and enable AHCI in bios before you do a fresh install on the SSD.

If you do not want to re-install any thing you could use 3rd party tool like AOMEI Partition Assistant Home Edition (free), directly migrate the OS to SSD, here is an article it provide much more details, it will guide you how to modify the regedit: http://www.howtogeek.com/forum/topic/migrate-system-to-...
