Over 70 C ,is this cpu abnormal?

this is after starcraft 2, idle and full power is range from 65C to 75C




why is it so hot? what shall i do cool it down?
I brought it from hp two years ago, notice the abnormal when i try to overclock, but bios can not overclock or change the core voltage.

If that temperature is taken on idle i would say its a bit high. Your full system specs please.

Core voltage is 1.688 volts? Of course it is idling hot. Intel's recommended max voltage for that CPU is 1.500 volts. Lower the vcore voltage.

bios can not configure Core voltage.....

What motherboard, all should be able to manually let you decrease the vcore-

No, 55range. Many oem board have locked BIOS'. It simplifies customer support.

I try to but i did not. (bios can not configure so i didn't touch anything)
I only downloaded the above two software ,then I noticed the problem. (cpu-z and cpuid)
