Yes, the ability is built into the game itself. Check out the
"Community" tab.

You can take a look at http://www.unrealtower.org/faq/39 - it is for
UT2003, but it might work on UT2004 too. Please tell us if it works or
not, so I can update the FAQ entry.

.... and take a good book to read while the transforming is taking
place, at least on my PC that gives a new definition of 'slow'.
Maybe fraps (fraps.com) would be a better choice.
Both solution do not record the sound.

Or external hardware and a second PC, my favorite way to record games
(with sound).

Fraps V2.0 *WILL* Record audio as well as video.
