How to configure Windows XP for East Asian Lanugages?

If I have installed any East Asian version (such as Chinese, Korean,
Japanese) of Windows XP, does it means that any program which is developed to
accept English input and display in English will automatically accept that
East Asian language and display in that language? If not, how can I
configure it?

Since I have not installed an East Asian version of Windows XP, I want to
know what is the default setting for the following settings in the Regional
and Language Options: (Let's assume that it is a Korean version of Windows
XP)
1. Standards and formats
2. Text services and input languages
a. Default input language
b. Installed services
3. Language for non-Unicode programs
