OS won't finish installing

When i was in photoshop editing a picture the screen turned blue and said winodows must shut down becuase something is currupted. The next time i started it there were lines across my screen so i started it in safe mood and installed new video card drivers. This did the trick, when i restarted it the lines were gone. But when i went to uninstall photoshop the blue srceen came back. So i decided to flatten the hard drive. Next time i started ( the lines were there) i went in and reformated the hard drive and started installing a new os. It wont finish the install o0f the os, at the end the screen just goes black with the computer still on. And the lins across my screen wont go away.
Do i need to get a new video card?
Is it the ram?

 
It sounds like the video card if you were getting graphic corruption(the lines.) If you have access to a spare or know someone who will let you borrow theirs for a bit you can try it with a different card to make sure it is the problem before purchasing a new one.

OS- Windows 7 64 bit
Video Card- Gefore 8800 GT
its not the monitor, i have tries different ones
