Yes it is. It's free for all just don't tarnish it in any way

It's "just" an NG tag which goes back a long way - aprox 4.5 years.

Is that in HEX?

To feel really old go check out the RunCount in UnrealTournamet.ini,
it's shown in the [Engine.Engine] section.
