AMD Phenom II X4 965 variable clock speed

Hey guys, I was wondering, are Phenom II's clock speeds designed to be variable? I have disabled C1E and am not doing any overclocking. I have no experience with AMD CPUs, this is in my mom's computer.

By variable I mean going from 3.4Ghz to 789mhz and back along the spectrum.

Help is appreciated, and if there is any way to fix it I'd like to know.

Hello guardianangel42;

It sounds like AMD's Cool and Quiet power saving mode in action.
Does your BIOS give you options for both C1E and Cool and Quiet?

I'l double check. I think it was the power settings in Windows too though, as it was set to balanced.
