CPU VID Fluctuating . Normal ?

Hey, my CPU VID at idle use, is fluctuating from 1.1000 v to 1.2750 v !
Is that normal, considering my c2Q is overclocked to 3.6 ghz, stock 2.6, i oced for quite some time, now, but its today that the vid caught my eye, want to make sure , all is fine >

Shouldnt't it be using 1.275 on high cpu usage and 1.100 on idle ?
My idle temp for 3.6 is 38 C .
