Also, i wanna game on 22-24" lcd with almost max on 1680x1050 resolution. Recommend me a cheap lcd too included in the remaining budget. I have worked my ass off to save this money, literally.

Damn those college fee!!

you're basically lookin at AMD phenom II quad core (around 130), Gigabyte motherboard (100), 4gb (2x2gb) DDR3 1600 kit (around 100), ATI 5770 1gb version (150), DVDrw ($20), basic 500gb 7200rpm HDD ($50)
These prices are estimates off the top of my head, but should be pretty close. Look for versions with Rebates on newegg.com, zipzoomfly.com, or wherever.
*That leaves roughly $200, which will get you a nice HD monitor 22-24" from logicbuy.com
-If you do want to OC, then you'll need to invest another 30-40 for an aftermarket cooler and $6 bucks for some Arctic Silver 5 thermal grease
