Motherboard is receiving power but can't turn on

Alright so I have this old computer that I have decided to try to bring back to life and turn into a server. The only problem with this is that the system has no response at all. All the components work that would need to get to the bios screen. The motherboard has the green led light lighting up indicating that it is receiving power. The only possible solution that I can think of is that this motherboard's front panel is defective. What would you suggest to do in a situation like this, should I go ahead and replace the motherboard or should I attempt to try and fix the front panel? Also if you would like more information on specs I can give them but I do not think they are necessary for this question.

The front panel is where you connect the power switch, power led, etc. Im pretty sure this is the problem because I cant short the pins to be able to turn even the fan on.
