Yes, you'll be fine. You should be able to run it in high settings.

just budget at build time, will upgrade soon but need to upgrade PSU at same time so its starts to become an expensive upgrade was considering a 5850 is that any good? decent value for money?

5850 it's perfect GPU and you don't have to upgrade PSU if you go with this card...

5850 is a great card ,but for 1440x900 its not worth it.A GTS 250 can play games fine on 1440x900

If you're playing @ 1440x900 your system is MORE than capable. No reason to upgrade beyond the GTS 250 at that resolution. If you ever make the jump up in resolution (1080p monitors are fairly cheap these days) you'd then want an ATI 5850.

For now, yes your system will run well with GTA IV.

It's normal don't need him 5850 if he play in 1440-900.
But i just ask, why he on high end system go with GTS 250? Is better option 4gb DDR3 and 5770 or GTX260, right?

Well the OP already has 6GB DDR3 RAM,and as for VGA both HD 5770 and GTX 260 are faster than a GTS 250,but like i said for 1440x900,GTS 250 can handle all games fine.
If the resolution was something like 1680x1050,then i would agree with you, because in those resolutions, moving from a GTS 250 to a higher card like 5770/GTX 260 would be worthy

Totally agree.

When I played GTA 4, it was with a Q6600 @ 3.2Ghz and an 8800GTS G92 (arguably same thing as the GTS 250). I also played @ 1440x900 at the time. It was perfectly fine. :)  The GTS 250 is suitable based on his resolution.

I do agree though that his video card is "underpowered based on his whole system specs", but again at such a low resolution it won't matter.
